[Windows] Dictation double-tap requires releasing Alt; Japanese description says single press

With global hands-free dictation assigned to Alt+H, holding Alt and tapping H twice does not start recording. Quickly pressing Alt+H twice, releasing BOTH keys between presses, does start recording. The timing is difficult to perform reliably.

The Japanese setting description says to press once to start and once again to stop. The bundled English description says "Double-tap to dictate hands-free". The Japanese description therefore does not match the observed behavior.

Microphone-button dictation works. Hold-to-talk with Alt+H also works in Codex and other apps.

What steps can reproduce the bug?

1. Use the ChatGPT desktop app for Windows (integrated with Codex) with the UI language set to Japanese.
2. Assign Alt+H to global hands-free/toggle dictation. Alt+H is my custom shortcut, not necessarily the default.
3. Hold Alt, then press and release H twice quickly: recording does not start.
4. Release all keys, then quickly press Alt+H twice, releasing both keys between presses: recording starts.

What is the expected behavior?

Double-tapping H while holding Alt should also activate the assigned Alt+H shortcut. The Japanese description should accurately explain the required gesture. If releasing all keys is intentional, that requirement should be documented.
