What issue are you seeing?
We have a few plugins at our Enterprise's workspace level and a couple of them are also enabled by default for everyone.
It is working as intended in Codex app, but CLI doesn't show them while searching the skill with $. If we check /plugins in CLI, it shows that the plugin is installed.
What steps can reproduce the bug?
- Set up GitHub Workplace sync for the plugins
- Configure some plugin to be installed by default and have other plugins that have to be opted-in
- Run
codexCLI - Try finding skills from any of those plugins and they won't be visible
What is the expected behavior?

Research direction
Start by reproducing the issue in the Codex CLI with GitHub Workspace sync, checking /plugins and then the $ skill search. Trace how workspace plugins are loaded and exposed to skill search; done means default and opted-in workspace plugin skills appear in the CLI search and installed plugins remain visible.
