Description
For approximately one week, my account repeatedly receives “Selected model is at capacity” across all models, including on another device/network. Local logs contain 95 failures across four models from September 13–17. My Codex allowance is not exhausted. Please investigate account access and backend routing.

Research direction
Start with the reported request ID, timestamp, model name, and the local logs covering September 13–17. Investigate account access and backend routing for the repeated capacity failures across four models. Done means identifying the cause and restoring successful model requests, or documenting the relevant service-side limitation.
