[Windows Desktop] Move the "read aloud" button

Description
Its insane this is a thing. There is a dropdown menu under the replies for TWO options while there is sufficient space for TWENTY EIGHT options at optimal window width. 28! And the feature needs to be activated after every reply. Just... WHY???
Could someone, please, for the love of the universe, make the UI intuitive and effective already?
