What issue are you seeing?
Codex is rewriting the files at ~/.codex/skills/.system over and over every few minutes. I can see the date modified of the files change every minute, which is definitely not great for my SSD. I'm not even using any skills.
What steps can reproduce the bug?
No idea, it's doing this on its own.

Research direction
Start by monitoring ~/.codex/skills/.system on Windows with Codex CLI 0.154.0, noting which files change and whether the behavior occurs when no skills are in use. The issue is done when those files are no longer rewritten repeatedly during idle use, with a regression check covering the observed behavior.
