What issue are you seeing?
macOS 13.5.1 is unable to parse the TIOCSTI sandbox rules built into the current application. I reproduced the same error with the minimum command. The fault has nothing to do with the Browser Use plugin.
What steps can reproduce the bug?
This issue occurs when calling the built-in browser of codex on macOS 13.5.1.

Research direction
Start by reproducing the failure through Codex's built-in browser on macOS 13.5.1, then inspect how the application's TIOCSTI sandbox rules are parsed or applied. Done means the built-in browser launches without the reported sandbox parsing error on that macOS version, without relying on the Browser Use plugin.
