Research direction

Start with the reported next start -H 127.0.0.1 -p 13010 launch under Windows 11 and the supplied Feedback ID, since no source file or test is identified. Trace where the Full access policy returns “blocked by policy”; done requires either a reproducible product fix or a documented rejection reason and supported review or execution path.
