The app cannot complete “Finish Windows setup”.

Clicking “Try Windows setup again” immediately displays:
“Windows setup didn’t finish • helper_failed”

No Windows UAC permission prompt appears. Retrying and running the app as administrator produce the same result. I can enter the app using “Continue with limited access”, but Windows setup remains incomplete.
