[Windows–Android Remote Control] Pairing fails after QR/deep link and client list remains empty

I am unable to pair the ChatGPT Android app with Codex Remote Control on Windows.

Environment:

• Windows build: 10.0.22621.4317
• Codex desktop app: 26.903.9818.0
• Android device: POCO F4
• Android version: 14
• ChatGPT Android app: 1.2026.244, installed from Google Play
• Workspace: Personal
• Both devices use the same ChatGPT account and workspace

Steps to reproduce:

1. Open Codex on Windows.
2. Go to Settings > Connections > Control this PC > Add.
3. Generate a new pairing QR code or manual pairing code.
4. Open Remote in the ChatGPT Android app.
5. Scan the QR code or enter the manual code.
6. Continue through the deep link in the ChatGPT app.

Expected result:
The Android device should be authorized and the Windows host should appear in Remote.

Actual result:
The deep link opens correctly, but the Android app returns to:
“Pairing failed — Something went wrong while pairing.”

The Windows app successfully starts the pairing session, but the device is never registered. The desktop logs repeatedly show:

• remoteControl/pairing/start: errorCode=null
• remoteControl/client/list: errorCode=null
• nextConnectionCount=0
• previousConnectionCount=0

Troubleshooting already performed:

• Restarted both the PC and Android phone
• Signed out and signed back in on both devices
• Confirmed the same account and Personal workspace
• Tested with only one desktop window open
• Tested multiple fresh manual pairing codes
• Tested both Android and iOS QR-code tabs
• Tested the native Xiaomi QR scanner
• Confirmed that the deep link opens the ChatGPT app
• Confirmed no VPN, HTTP proxy, or Private DNS is active
• Confirmed Android Verified Boot is green and the bootloader is locked
• Confirmed the ChatGPT app was installed from Google Play
• Confirmed that Windows can reach the Remote Control service

This appears to be a server-side authorization or Windows–Android Remote Control regression. Please check the remote-control authorization state for my account or confirm whether this is a known issue.

No pairing codes are included because they are temporary authentication credentials.

Start at Settings > Connections > Control this PC > Add and reproduce pairing with a fresh QR or manual code. Compare the Windows logs for remoteControl/pairing/start and remoteControl/client/list, including the connection counts, while following the Android deep-link flow. Done means the Android device is authorized, appears in Remote, and pairing no longer fails.
