What issue are you seeing?

Rapid usage reductions with Astra babysitting long-running work. It just needs to wake up every few minutes and see if it's still working, spending very few tokens at once. Maybe the wait tool got broken somehow? Or Astra wants to stay awake more than Sol did?

What steps can reproduce the bug?

Ask Astra to babysit long-running work

What is the expected behavior?

Astra doesn't blow 1% per minute

Research direction

No file or test is identified. First reproduce Astra babysitting long-running work on WSL in Windows Terminal and observe usage over time, then investigate the wait tool behavior; done means periodic checks no longer consume about 1% per minute.
