Clearing goal from unsubmitted message clears active, in-progress goal

Clearing goal from unsubmitted message also clears the active, in-progress goal

What steps can reproduce the bug?

(1) I have an in-progress, actively being worked on goal.

(2) On my unsubmitted message, I enter some instructions - intended for steering the active goal.

(3) On my unsubmitted message, I select goal as message type from the "+" menu

(4) I attempt to submit my message in order to steer the active goal.

(5) Prior to message submission, I am warned that submitting my message will replace the current active goal.

(6) I cancel the warning dialog.

(7) I select "clear goal" at the bottom of my unsubmitted message

(8) My active, already in-progress goal is erroneously cleared in addition to the goal associated with the unsubmitted message.

What is the expected behavior?

ONLY the goal of my unsubmitted message should be cleared.

The goal associated to the active, in-progress agent workers should remain in-tact.

Additional information

Yeah I want like unlimited tokens / resets. Nothing else relevant to this task though except that for whatever reason I make this mistake a lot.

Reproduce the issue in the Codex App using the listed steps, starting with the unsubmitted message's goal controls and the warning dialog. Trace the Clear goal action and verify that it clears only the draft message's goal while leaving the active, in-progress agent goal intact.
