What issue are you seeing?

After updating the Codex desktop app, two-finger scrolling on a Windows precision touchpad no longer scrolls the Codex interface/conversation viewport. The same two-finger gesture continues to scroll normally in other applications on the same computer, so the touchpad and operating-system gesture configuration are working.

The regression began immediately after the Codex app update. No error message is displayed; the scroll gesture is simply ignored by the Codex window.

What steps can reproduce the bug?
  1. Install or update to Codex App 26.901.4073.0 on Windows 11 x64.
  2. Open a Codex conversation whose content is taller than the visible viewport.
  3. Place the pointer over the conversation and perform a vertical two-finger scroll gesture on the touchpad.
  4. Observe that the conversation does not scroll.
  5. Switch to another application, such as a browser, and repeat the same gesture.
  6. Observe that two-finger scrolling works normally outside Codex.
What is the expected behavior?

Two-finger touchpad gestures should scroll the conversation and other scrollable Codex panes normally, just as mouse-wheel input and scrolling in other Windows applications do.

Additional information

This appeared after the same app update that also exposed stale project-sidebar recency ordering. The ordering behavior already matches #36300, so this report is limited to the separate touchpad-input regression. No exact existing issue for Windows two-finger touchpad scrolling was found before submission.
