New inline questions don’t trigger pet or desktop notifications

Mac app version: 26.831.21537
With “Enable question notifications” already on, questions asked outside Plan mode appear inline but:
- Don’t trigger the pet’s “Needs input” indicator.
- Don’t generate a desktop notification, even when I’m away from the app.
- Disappear when the task finishes if I haven’t answered.
This makes it easy to miss questions entirely.
Expected behavior: notify me through the pet and desktop when a question arrives, even if the agent continues working. Keep unanswered questions accessible after the task finishes.
This appears specific to the new non-blocking question mode, rather than the existing Plan-mode question flow.
