What issue are you seeing?

Description

The 5-hour usage limit appears to start partially consumed even after more than 10 hours without using Codex.

On September 2, 2026, I opened Codex CLI in the morning after more than 10 hours without using Codex or Work.

Before submitting any prompt or starting any task, /status showed:

• 5-hour limit: 89% remaining
• Reset time: 13:04
• Weekly limit: 49% remaining
• Weekly reset: September 7 at 08:03

The ChatGPT Codex/Work usage page showed exactly the same 89% remaining.

However, the Analytics usage graph for September 2 showed no usage at all.

I had not submitted any prompt or started any Codex task before checking these values.

Expected behavior

After more than 10 hours without using Codex, I would expect the current 5-hour usage window to start at or very close to 100%.

Actual behavior

The new 5-hour window started at 89% remaining, despite no visible usage for the current day.

Both Codex CLI /status and the web usage page agreed on the 89% value.

After more than 10 hours without using Codex or Work, the 5-hour usage window should reset to 100% (or very close to 100%) before any new prompt or task is started.
