What issue are you seeing?

I had not used codex for over 24 hours and I do not use chatgpt work. I went to check on a project and codex told me my usage limit was hit. my 5 hour usage limit was used up, and like I said I have not used it for a long time, codex was not in use and i intentionally do not use chatgpt work as I use codex heavily. I waited to see the 5 hour usage limit reset and once time was up it did reset but starting dropping in percentage immediately. And I was not useing it. I ran '/status' a few more times and saw the usage limit keep dropping, while I was not using it. So as far as I can tell either the quota system is bugged or something was using my quota. It would be very nice at this point to see an itemized quota like showing me usage per project or something. As I have no clue whats using my quota.
logging out and back into codex asked me to update and I did. I have no idea if anything has changed since then.

What is the expected behavior?

a 5 hour usage limit to be at 100% after 24 or so hours while there is remaining weekly quota. and the usage limit to not keep dropping while I am not using it.

I've ben notincing this for a while. But at first I didn't have enough proof to convince myself, now I do.
