What issue are you seeing?

I'm frequently getting the error: "Selected model is at capacity. Please try a different model."

I'm using GPT-5.6 Sol with High reasoning in Codex. This has happened more than 10 times today. Restarting Codex, signing out, and using codex resume do not resolve it.
