Codex Windows 26.825.51511 – cannot create/open chats or start voice chat

What issue are you seeing?

I'm experiencing multiple issues with the Codex Windows app:

I cannot create new chats.
I cannot open existing/previous chats.
Voice chat does not start.

The problems occur in Codex version 26.825.51511.

The application opens normally, but the chat functionality is essentially unusable.

What steps can reproduce the bug?

Open the Codex Windows app.
Try to create a new chat.
The new chat does not start.
Try to open an existing conversation.
The existing conversation does not open.
Try to start a voice chat.
Voice chat does not start.

Restarting the application does not resolve the issue.

What is the expected behavior?

I expect the Codex Windows app to allow me to:

create new chats normally;
open and continue existing conversations;
start and use voice chat.

These features should work without errors or the application becoming unresponsive.

Additional information

The issue affects multiple core features at the same time.

I previously also experienced problems opening older Codex sessions. The issue now appears broader, because I am also unable to create new chats or start voice chat.

Restarting Codex does not resolve the problem.

Installed Codex version: 26.825.51511.

No files, tests, or code entry points are named. First reproduce the failure on Windows 26.825.51511 by creating a chat, opening an existing chat, and starting voice chat; done means all three actions work normally without becoming unresponsive.
