What issue are you seeing?

It doesn't tell you that you cannot use /goal with annotations, but if it lets you do it and discards of all your annotations with no recovery path

What steps can reproduce the bug?

annotate something, type /goal, and send your goal. it will discard the annotations.

What is the expected behavior?

it would make most sense if supports sending annotations with /goal
