Research direction

Start by reproducing the failure in the ChatGPT Windows App with a small ZIP, RAR, or 7Z file and compare it with the successful Chrome/Web upload. Confirm that TXT, XLSX, and PDF still upload, and that archive uploads work in the desktop app when the issue is fixed.
