Description:
In the new ChatGPT Windows client, attempting to archive a local Work conversation fails with the error message toast “Failed to archive chat.” The conversation remains visible and is not archived.

Steps to reproduce:
- Open the new ChatGPT Windows client.
- Switch to Work.
- Open or select a local Work conversation.
- Choose Archive for the conversation.
What is the expected behavior?
Expected result:
The local Work conversation should be archived successfully and removed from the active conversation list.
