What is the issue?

The contribution policy is explicit about Codex following a closed-development model. The source code is technically open, but practically difficult for the community to understand without access to any of the internal development, design, or feature docs.

While Codex is not a conventional community-developed OSS project, it is licensed as open source, and the Open Source Initiative states that source should be available in a form that makes modification and evolution practical, not just technically possible. This project systematically withholds virtually all architectural context, developer documentation, design rationale, and operational assumptions. This undermines the spirit of open source.
