Windows 11 25H2 Build 26200.9168: Codex Desktop continuously flickers on Ryzen 7 9700X integrated Radeon graphics

Issue

Codex/ChatGPT Desktop continuously flickers after launch. The entire application UI repeatedly disappears/repaints, making the desktop app difficult to use.

The browser version of ChatGPT works normally on the same PC. The problem is isolated to the Windows desktop application.

This appears very similar to #34351 and #34299, but it still reproduces on the newer 26.818.2872.0 desktop package and Windows 11 25H2 Build 26200.9168.

Reproduction

1. Start Windows 11 25H2 Build 26200.9168.
2. Launch Codex/ChatGPT Desktop 26.818.2872.0.
3. Wait for the UI to load.
4. Observe the entire window repeatedly flickering/repainting.
5. Open ChatGPT in a web browser on the same machine: the browser version remains stable.

Expected behavior

The desktop UI should remain stable without repeated full-window flickering/repainting.

Troubleshooting already performed

The issue continues after all of the following:

• Changed display refresh rate to 60 Hz.
• Launched ChatGPT.exe --disable-gpu.
• Used Windows app Repair.
• Cleared Chromium graphics caches: GPUPersistentCache, GrShaderCache, and ShaderCache.
• Renamed the Chromium Default profile so the app generated a completely new profile.
• Tested two AMD display driver versions:
  • 32.0.21045.1000 (2026-07-23)
  • 32.0.21042.62 (2026-04-17)
• Disabled Windows Multiplane Overlay for testing with HKLM\SOFTWARE\Microsoft\Windows\Dwm\OverlayTestMode=5 and rebooted.
• Rebooted Windows after the relevant changes.

None of these changed the behavior. The flicker remains essentially identical.

The MPO registry test was reverted after it did not help.

Additional observations

• Browser ChatGPT does not flicker.
• Changing AMD display driver versions did not affect the issue.
• Disabling GPU rendering did not affect the issue.
• A clean Chromium profile did not affect the issue.
• This suggests the issue is not simply a corrupted local profile/cache or a single AMD driver regression.
• Similar Build 26200 flicker reports exist in #34351 and #34299; this report confirms the behavior persists with a substantially newer desktop build (26.818.2872.0) and on Ryzen 9000 integrated Radeon graphics.

A screen recording of the flicker is available and can be provided if maintainers need it.

Review related issues #34351 and #34299 and the listed GPU, cache, profile, and MPO tests; done means identifying a reproducible cause and confirming stable desktop rendering.
