"Control this Mac" settings is broken

What issue are you seeing?
When I visit the "Control this Mac", the "Allow connections" setting always disabled, while it's technically enabled, as I was able to control from other devices. If I flip the toggle, it will flip it back to disabled with and error after a short while.

What steps can reproduce the bug?
- Navigate to Settings > Connections > Control this Mac
- Toggle the "Allow connections" setting
What is the expected behavior?
I should be able to toggle on/off normally.
