Actual behavior:
- The task receives cwd/workspace_roots and permission information.
- The model has no callable terminal/exec_command tool.
- It cannot execute Get-Location, read skill-installer/SKILL.md, or install skills.
- Restarting the app and creating a new task did not resolve it.
Expected behavior:
- A local coding task should expose a terminal execution tool.
