After asking to do a plan, if you restart codex manually or after an update, the prompt to Implement a plan or do it differently completely dissappears and you cannot press it, you have to ask for this manually.

What steps can reproduce the bug?

Create a plan, wait for the prompt to implement or do differently appear.
Restart codex.
Buttons don't appear anymore
