Description
As a system admin, i would like to have controls of who receives sms or not and it should be the client's will to receive sms notification. So this client should be able to apply for sms notification at his/her branch where he/she shall be explained cost of this subscription if the MFI chooses to charge clients for sms.
Also it is at this point that a client will be given codes for the Short Code messages and its cost implications

Research direction
No files, tests, or entry points are named. Start by locating the client SMS-notification and subscription flows, then determine how branch-level opt-in, subscription costs, and short-code cost information are represented. Done means clients can explicitly apply for SMS notifications and receive the relevant cost and short-code details.
