feat: Persist workspace expansion state after page reload

Description
Hello,
I noticed that reloading the page resets all workspaces to their default collapsed state, so the UI forgets which workspaces I had expanded. It would be great if the expansion state of the workspaces were remembered across page reloads.
Acceptance criteria:
- The expanded/collapsed state of each workspace is persisted and restored after a page reload
- Workspaces that were expanded before the reload appear expanded after it
- Workspaces that were collapsed before the reload remain collapsed
