Description
Great dashboard!
I think one thing that we can make it better is by promoting PRs that are published but has not yet received any reviews. This would be helpful both for reviewers and the authors. One caveat to add is, maybe we could make sure to wait any Copilot reviews to be resolved before promoting them, if that's not the logic already.

Research direction
Start by examining the dashboard referenced in the linked OpenTelemetry issue and locate how published pull requests are ordered or promoted. Confirm the existing review-status behavior, including Copilot reviews, then define done as unreviewed published PRs appearing higher while unresolved Copilot reviews are handled as specified.
