Description
Currently it doesn't do anything. This was uncovered in https://github.com/open-telemetry/opentelemetry-python/pull/4535.
Need to figure out how it should behave when the OTLP exporter(s) already had it's export timeout flag set via another env var.

Research direction
Start by reviewing pull request #4535 and tracing how OTEL_*_EXPORT_TIMEOUT is handled by the OTLP exporter(s). Determine the expected precedence when an export timeout is already set through another environment variable, then define tests that cover the resulting behavior.
