Jaeger remote sampler

What problem do you want to solve?

OpenTelemetry Python currently lacks support for the Jaeger remote sampler. The Jaeger remote sampler allows remotely controlling the sampling configuration for the SDK. The sampling configuration is periodically loaded from the backend (e.g. the OpenTelemetry Collector).
