Inspect https://github.com/open-telemetry/opentelemetry-python-contrib.

What is the expected behavior?

It should be clear which parts of the repository are covered by any included license files.

What is the actual behavior?

A file LICENSE.BSD3 is in the root of the repository, but the string BSD does not appear anywhere in the repository.

Additional context

Is the file LICENSE.BSD3 obsolete, or does it apply to some portion of the repository? If it does, can you please document this? Thanks!
