Description
Describe the solution you'd like
The aio_pika instrumentor currently does not receive any parameters. Adding a functionality to decorate the tags sent to the provider can come in handy. This functionality is already implemented in the pika auto instrumentation library with the publish/consume hooks and I think that a similar behavior should be available in aio_pika too.

Research direction
Start by inspecting the aio_pika instrumentor and the existing pika auto instrumentation library, focusing on its publish and consume hooks. Implement equivalent hook support so consumers can decorate provider tags, then verify the behavior against the pika implementation and the instrumentor's tests, if present.
