Describe the solution you'd like
The aio_pika instrumentor currently does not receive any parameters. Adding a functionality to decorate the tags sent to the provider can come in handy. This functionality is already implemented in the pika auto instrumentation library with the publish/consume hooks and I think that a similar behavior should be available in aio_pika too.
