Description
Publish the generated doxygen documentation.
- Define where to publish (opentelemetry-cpp pages, or opentelemetry-io)
- Update CI to publish when merging to the main branch
- Retire obsolete doc at https://opentelemetry-cpp.readthedocs.io/en/latest/

Research direction
Start by resolving whether the generated documentation belongs on opentelemetry-cpp Pages or opentelemetry-io, then inspect the repository's CI configuration and current Read the Docs setup. Done means documentation publishes after merges to main and the obsolete Read the Docs documentation is retired.
