Description
The packaging SIG is going to start setting up taps for homebrew packages, such as OCB.
For this, we need a new repository, called homebrew-tap.
The repository name is not our choice. Homebrew auto-detects the repository name based on their own convention.

Naming this repository homebrew-tap allows us to tell folks to get the tap with the brew tap open-telemetry/tap command.
We can't prepend opentelemetry to it, as the command would become brew tap open-telemetry/opentelemetry-tap.
The same reason goes for not appending packaging.
The SIG owning this repository will be packaging. So we need the SIG's approvers and maintainers assigned properly.
