Description
Describe the feature
Motivation
In most cases, OpenMMLab Frameworks use very similar arguments for their training and inference. (Especially in Training!)
It seems better to support parse_default_args.
It also benefits from adding extra arguments in the future.
If this idea looks fine, I'll create a PR.

Research direction
The issue names no files, tests, or entry points. First inspect how training and inference arguments are currently parsed in mmengine and compare the similar arguments used across OpenMMLab frameworks. Before coding, clarify the parse_default_args API and its extension behavior; done requires an agreed scope and tests for the supported arguments.
