Describe the feature

Motivation
In most cases, OpenMMLab Frameworks use very similar arguments for their training and inference. (Especially in Training!)
It seems better to support parse_default_args.
It also benefits from adding extra arguments in the future.

If this idea looks fine, I'll create a PR.
