Description

Currently the openhorizon-tested-versions.txt file is generated after a successful e2e dev test has passed in the internal IBM Jenkins pipelines. This file would be better suited to live in the .github repo as it's more central to Open Horizon as a whole. This would involve modifying the IBM Jenkins release pipeline to put the file in the correct place.
