E2E Test Suite Enhancements for Array of Flags
Background
We need to enhance the test suite to validate the functionality of the new array configuration.
Requirements
- Some subset of flags in the test suite should be defined in the new array format, and their behavior asserted.

Research direction
Start by reading the existing E2E test suite and the parent issue 1671, then review the new array configuration described in flagd-schemas issue 189. Update a subset of the suite's flags to use the array format and add assertions showing their behavior remains correct; done means the E2E tests pass with those flags covered.
