Description
Decouples global hook management from OpenFeatureAPI, mirroring the design pattern established by GlobalContextManager. This allows ClientAPI to access global hooks during flag evaluation without introducing a circular dependency between :client_api and :openfeature_api in Bazel.

Research direction
Start by reading the existing GlobalContextManager pattern, then trace OpenFeatureAPI and ClientAPI dependencies in the Bazel targets. Implement the corresponding hook manager so ClientAPI can access global hooks during flag evaluation without a circular :client_api/:openfeature_api dependency, and verify the SDK build and tests pass.
