Description
Currently upgrading to Bazel 9 breaks the build, possibly due to not upgraded dependencies. We should investigate upgrading to the newest version later, when it gets more mature and more support across libraries.

Research direction
No files or tests are named. Start by reproducing the build failure with Bazel 9 and inspect the dependency declarations to identify incompatible libraries; done means the project builds successfully with a supported newer Bazel version and its dependencies.
