Description
Currently if the incoming message is not correct based on the jsonschema, the whole message is rejected. This behavior is not aligned with the rest of the implementations, which accept and serve those flags that are correct. This also breaks our Gherkin test suite.
We need to analyze the behavior and checks from other languages, and implement same behavior here.

Research direction
Compare the JSON-schema checks and accepted-flag behavior in the other language implementations, then trace the C++ flagd message validation path. Reproduce the failing Gherkin case and verify malformed messages preserve valid flags while rejecting only invalid ones; the Gherkin suite should pass.
