Description
Raised at the OONI community meeting was the question of how to balance the random selection of URLs from relevant testing lists, as currently preformed by mobile apps, with regular testing of the same URLs for consistency.
Especially with the upcoming release of desktop apps which are expected to be more stable in their ability to regularly run tests, and with the ability to more dynamically select URLs to test with proteus we should revisit this question to figure out what balance and strategy makes sense for optimizing the value of collected measurements.
