Description

Currently it's not clear how somebody should report that a particular measurement is sign of censorship, but it's a signal from another country.

Here is a concrete example of the classic Iran blockpage being served to a user in the US: https://explorer.ooni.org/m/20230530115851.996931_US_webconnectivity_3f5876307d7f40d9.

We should probably add an extra option to the verify button to report these cases.

Research direction

Start with the feedback form and its verify button, then inspect the linked OONI Explorer measurement for the reported geolocation and spillover-censorship case. Add a reporting option for these cases and verify that the form clearly distinguishes them from ordinary censorship reports.
