feedback form: add ability to report bad geolocation or spillover censorship

Description
Currently it's not clear how somebody should report that a particular measurement is sign of censorship, but it's a signal from another country.
Here is a concrete example of the classic Iran blockpage being served to a user in the US: https://explorer.ooni.org/m/20230530115851.996931_US_webconnectivity_3f5876307d7f40d9.
We should probably add an extra option to the verify button to report these cases.
