Description
Issue to be solved
Instead of relying on Coinbase to run Rosetta integration tests before each spork, it would be preferable to run these tests in CI well before a spork to get a much earlier warning of incompatiblity.

Research direction
The issue names Rosetta integration tests, CI, and sporks but no files or test entry points. Start by locating how the integration tests are run and reviewing the repository's CI configuration; done means CI runs the tests early enough to report incompatibility before a spork.
