Description

FCL docs are hard to find. We need a general use guide at the tools sidenav level and then dev docs in the clients section.

Research direction

Review the existing FCL documentation under the Clients section and inspect the tools sidenav structure. Add a general-use FCL guide at the tools level while keeping developer-focused documentation in the Clients section. Done means readers can find both entry points in the intended locations.
