ur_mem_advice_t specifies: UR_MEM_ADVICE_SET_PREFERRED_LOCATION and UR_MEM_ADVICE_CLEAR_PREFERRED_LOCATION but urEnqueueUSMMemAdvise does not accept any device handle which makes it impossible to specify the location.

Research direction
Start at the urEnqueueUSMMemAdvise API and trace its declaration and implementation to understand how memory advice is handled. Verify how the device handle should select the preferred location, then update or add coverage so both SET_PREFERRED_LOCATION and CLEAR_PREFERRED_LOCATION can specify a device.
