Description
The enum entry ZES_STRUCTURE_TYPE_BASE_STATE should not exist as zes_base_state_t is supposed to be abstract.

Research direction
Start in include/zes_api.h at the referenced enum and zes_base_state_t declarations. Confirm how the abstract base state is represented and remove the unwanted structure-type entry. Done means the header no longer defines ZES_STRUCTURE_TYPE_BASE_STATE while the surrounding API declarations remain consistent.
