Very long annotations cut off in Santa Fe, Berlin

Description
On certain themes, longer annotations at the bottom of the image get cut off when the annotated image block is at the bottom of the exhibit page.
This is only true for Santa Fe and Berlin. In Minimalist, if the text in the annotation runs too long, there's a scroll bar for the exhibit page section. In all other themes, the annotation appears over the footer, etc, rather than under.

Research direction
Reproduce the issue with a long annotation at the bottom of an exhibit page using the Santa Fe and Berlin themes, then compare the behavior with Minimalist and the other themes. Done means the full annotation remains visible below the image without being cut off, overlapping the footer, or requiring an unintended page-section scrollbar.
