Expected Behavior
I expected to be able to output AND monitor an audio file from my PC onto my recordings and streams by having them start as deactivated and then activating them. Allowing the stream to hear the music and myself to get equally hyped.
Current Behavior
The audio file OUTPUTS just fine, but refuses to allow monitoring on activation and throughout. The only difference between the files that won't be monitored and output as compared to ones that do when being activated, is that upon being referred into OBS the files that won't allow both monitoring and output come with album art showing as a visual. As shown below. I cannot hear the music that the app is outputting. Below the screenshot is a zip with one such file that won't let me monitor AND output it after being de-activated and then re-activating it.
Blinded by Light -Dual Mix-.zip
However in the screenshot below this, I can monitor this soundtrack on activation every time and it outputs with no problems too. The only difference being a lack of art attached to the file. And below that, a zip of a file that does work for both monitoring and output when activated after deactivation.
Omoide wa Okkusenman!.zip
Steps to Reproduce
- Upload audio file that windows ascribes an image to.
- Set the file to be monitored and output and deactivate it, so as to activate it later in a recording/stream.
- Activate file through any means
- Hear nothing

Research direction
Start by reproducing the behavior on Windows 11 with OBS Studio 29.1.3 using the attached MP3 files, the OBS log URL, and the listed monitoring/output steps. Compare the file with album art against the file that works; done means both files can be monitored and output after deactivation and reactivation.
