Expected Behavior

Obviously to not drop bitrate so dramatically below target.

Current Behavior

On idle scenes bitrate drops below the CBR target. I tried CBR / LA_CBR modes same behaviour

An example in twitch inspector of recent stream were I played Hunt Showdown. During idle moments in main menu the bitrate would drop to 1500 kbps and during action would fly back up to intended 8000 kbps.
