Expected Behavior
Obviously to not drop bitrate so dramatically below target.
Current Behavior
On idle scenes bitrate drops below the CBR target. I tried CBR / LA_CBR modes same behaviour
Steps to Reproduce
- Launch the stream with an idle scene with no movement.
...
Anything else we should know?

An example in twitch inspector of recent stream were I played Hunt Showdown. During idle moments in main menu the bitrate would drop to 1500 kbps and during action would fly back up to intended 8000 kbps.

Research direction
Start with the OBS log URL and the Quicksync encoder path implicated by the issue. Reproduce using an idle scene in CBR or LA_CBR mode, then verify that the stream no longer drops far below the configured bitrate during idle periods.
