Research direction
Start by reproducing the issue on Windows with OBS 29.0.2 using the P6 and P7 tune HQ presets, then inspect the NVENC H.264 handling of look-ahead and adaptive B-frames. Done means disabling look-ahead produces static B-frame behavior for those presets while respecting the configured B-frame count.
